MINUTES OF NORTON SUB HAMDON PARISH COUNCIL MONTHLY MEETING HELD ON MONDAY 9th JANUARY 2012 IN THE READING ROOM AT 7.30 P.M. 12/322 PRESENT:  Mr S Maunder (Chairman), Mr M Orchard, Mr C Campbell, Mr N Chapillon, Mr B Matraves, Mr G Vincent, Mrs L Brooks  (Clerk), Mrs S Seal (District Councillor), Mr J Bailey (County Councillor) &  3 members of the public.  12/323 APOLOGIES:   Ms P Biddle (Abroad)  12/324 PUBLIC TIME  12/342/a Public Time: A complaint was made regarding the noise from the barking dogs at Turnpike Lodge.  This will be reported to the Environment Officer Paul Sanders.              Action:  Clerk A complaint was made regarding the yellow waymarkers that have been installed on the footpath behind Higher Street. Clerk to speak to Ken Dives regarding this.            Action:  Clerk Update from the Wheeled Play Area Focus Group  A Resolution was made for the Wheeled Play Area to become a sub committee of the Parish Council. Proposed:  Cllr Orchard  Seconded:  Cllr Maunder  Agreed unanimously.  Sub committee letter to be written to the group.                Action:  Clerk  Parish Councillors’ Graham Vincent and Barry Matraves agreed to become Parish Council representatives for the group.  Siobhan  Bell will be the Chairperson.  The group will report to the Parish Council at the monthly Parish Council meeting either in person  or by email.  For this meeting an email update was received.  It informed the Parish Councillors’ that they were waiting for a  local play equipment Company to give them a quote, and look at the site.  The Parish Councillors’ will look at their proposals’  and plans when they receive them and then make their recommendations to the group.  12/324/b P.C.S.O. Report:  There have been no reported crimes for Norton Sub Hamdon during the month of December. 12/324/c District Councillor:  The setting of the budget for the next financial year is still in the process of being made. 12/324/d  County Councillor  A report was provided by the County Councillor.  There has been an increase in fly tipping in the area due to cuts in opening  hours at recycle centres'.  A lot of this is happening on private land and is going unreported. Because of this, the figures are  probably understated.  Accurate figures are needed to establish the need for longer opening hours.  Please encourage private  landowners to report any fly tipping.  12/325 COUNTY CUTS UPDATE:  There was nothing to report  12/326 MINUTES:   The Minutes from the October meeting had been circulated.  They were agreed and signed.  Proposed:  Cllr Campbell  Seconded:  Cllr Orchard  Agreed unanimously.  12/327 MATTERS ARISING: Actions from previous meeting had been concluded or are included in Minutes.  12/327/a  Community Land Trust  A public meeting has been decided for Tuesday 21st February.  This will take place in the village hall, starting at 6.30pm.  A  poster/leaflet is being designed and will then be photocopied and distributed door to door by the Parish Councillors’ two weeks  before the meeting.    12/328 PLANNING:  12/328/a  Matters for report:  There was nothing to report.  12/328/b  Decisions Notified:  11//04278/FUL 18 Barn Orchard, New Road, Norton Sub Hamdon.  Erection of a 2 storey extension and side porch.  PERMISSION GRANTED. 12/328/c  Applications for consideration:  There have been no planning applications to consider.  12/329 FINANCE:  12/329/a  Matters for report:  1. Notification has been received for the loan payment for the village hall for £2280.81.  2. Quarterly balances:  Current account  £      100.00 Reserve Account  £ 17,912.17 Total £ 18,012.17 There were two outstanding cheques:  £        18.00 Total as cash book £ 17,994.17 12/329/b  Matters for resolution  A resolution was made to accept the quote from  Dale Redwood to trim hedges in Rectory Lane and Broadmead Lane at a  cost of £480.00 plus VAT. Matraves Agreed unanimously. 12/330 VILLAGE HALL: There was nothing to report  12/331 RECREATION GROUND:  There was nothing to report.  12/332 CORRESPONDENCE:    There was nothing to report.  12/333 FOOTPATHS:  Ken Dives is doing a fantastic job of monitoring the footpaths for Norton and Little Norton.  He recently had a meeting with the  Footpath Officer for this area.  You will now see more waymarkers which will make it easier for all to keep to the footpaths.  Also  a couple of styles have been earmarked for improvement.  12/334 LOCAL DEVELOPMENT FRAMEWORK:  Nothing to report.  12/335 MEMBERS’ REPORTS: A member reported concerns of cars being parked in narrow places in both Rectory Lane and Broadmead Lane.  The concern is,  that if an emergency vehicle needs to get through, it wouldn’t be able to.  To be monitored.  A member reported a low electrical cable over the allotments.  This has been reported before and Western Power Distribution has  taken a look.  Clerk to report it again.             Action:  Clerk  A member reminded the Councillors’ that there is a pruning workshop taking place on 6th February in Gross’s Wood.  There being no further business the meeting closed at 9.00pm  The next meeting will be held on Monday 13th February 2012 at 7.30pm in the Reading Room.
